It is not unknown, and i am aware of several cases where a child has been reported missing by a non family memmber or a family member not living in the household as they haven/t seen or heard from said child in weeks/months or years.
The immediate family has been forced to file a missing persons report themselves as questions have been asked and investigations started.
It has turned out the family has moved repeatedly and the new neighbors don't even know they had said missing child.
You cannot report someone missing if you don't know they exist.

It usually ends up the child is long dead and their remains have turned up at an old residence , or in once case, hauled around in a box and reburied at each move.

I would love to hear dull statements from the parents and family members and the 911 call to report him missing.

If something untoward has happened to this child at the hands of a family member, or members, I question why the mother has chosen to report him missing full stop.  

There are numerous examples of non-British families taking their children out of school during term time without penalty to make lengthy trips back to their homelands for some reason or other and, in the case of a pre-school child, I very much doubt that anyone would have made enquiries if it were claimed his/her other parent had taken him/her to their home country to meet grandparents, aunts, uncles, cousins etc. 

It's long been my belief that children, particularly those having connections to Africa and the sub-continent and now extended to eastern european countries, slip 'off the books' in numbers which would shock if their arrival/entry and departure from these shores were monitored and recorded properly.

Sadly this end was not unexpected.

What is not known yet and may not be for a day or more is the condition  as to if it was recent or a period of time has elapsed.
