The remarkable tale of three middle-aged men who hover around the McCann case, seemingly for ever.

Three middle-aged men who, like the Portuguese Police, Scotland Yard and a whole host of private detectives employed by the McCanns – and like the rest of us – do not know yet what really happened to Madeleine McCann. But three middle-aged men all deeply interested in the subject of child sexual abuse – and who keep linking their interest to the McCanns.
This little article consists of a few cobbled-together notes of how often they’ve popped up here and there to make comments about the disappearance of Madeleine McCann. It may not be the complete picture. Detective Chief Superintendent Graham Hill also gets a mention.

Jim Gamble resigned because he wanted greater independence for CEOP

The resignation of Jim Gamble from his position as chief executive of the Child Exploitation and Online Protection Centre (Ceop) has been described by campaigners as a sad day for child protection.

It is testament to Mr Gamble's pivotal role in bringing the issue of child abuse to the top of the news agenda.

CEOP, under his watch, has become internationally recognised for the work it has done to track paedophiles using the web. Home Secretary Theresa May's decision to merge CEOP with the National Crime Agency was a step too far for Mr Gamble, who had long campaigned for greater independence for the unit. He felt very strongly that the work the unit was doing was so important that it needed to be a stand-alone department.

CEOP was set up in 2006 and has been the driving force behind a range of activities designed to track and prevent online paedophile activities.

It was able to track the exchange of photos and other materials related to child abuse on peer-to-peer networks, a previously unmonitored area of the web and one hugely exploited by paedophiles.

It also campaigned for an online panic button for social networking sites to allow young people to report abuse. Bebo and MySpace installed the button last year and Facebook finally adopted it in July this year. Mr Gamble is regarded as an expert in online crime but he began his career in Northern Ireland as an ordinary offline policeman.

Hunting paedophiles

He quickly rose through the ranks and became the head of Northern Ireland's anti-terrorist intelligence unit in Belfast. Promoted to Deputy Chief Constable, Mr Gamble became the Deputy Drector Gneral of the National Crime Squad, which later merged with the Serious Organised Crime Agency.

In this role Gamble began to gain his reputation as the UK's foremost hunter of paedophiles, heading up Operation Ore, the UK's largest ever police investigation into who was viewing internet child abuse images. The operation identified over 7,000 suspects and led to more than 2,000 convictions but it proved highly controversial. There were criticisms that the net was hauling in too many innocent people and that some of those convicted had not viewed images of child abuse at all but were actually victims of identity theft.

But there is little doubt that the work started by Mr Gamble has led to some of the most predatory paedophiles being stopped in their tracks. In interviews, Mr Gamble was always keen to stress that, while his work was embedded in the online world, the images and activities the unit monitored were real children who were being abused.

He was key to changing the way the media wrote about the issue, asking that headlines about "child porn" be dropped to reflect the true picture - that behind the grotesque images were hundreds of victims who could potentially be rescued.

A. CEOP was formed just months before Madeleine McCann was reported missing  

JIM GAMBLE was the Director of the Child Exploitation and Online Protection Service (CEOP). CEOP was actually a private company, funded by the government and by private sources (more below). It was first set up in 2006, the year before Madeleine McCann was reported missing. Since 2010, it has been merged with the Serious and Organised Crime Agency (SOCA), now the National Crime Agency.  

B. The days after Madeleine was reported missing

Days after Madeleine McCann was reported missing, JIM GAMBLE was active on TV and in the press asking people who had holidayed recently in Praia da Luz to send in their holiday pictures to him at CEOP. An e-mail address was given. No-one knows whether, in demanding these pictures be sent to him, he had permission from the Portuguese Police. No-one knows what he did with any pictures that were sent to him. Leicestershire Police had already been sent in to ‘assist’ the Portuguese Police. Neither was it clear why photos should be sent to Jim Gamble and not to Leicestershire Police.
It appears that the Portuguese Police never got these pictures.

One report told us later: “Gonçalo Amaral, the former PJ inspector, recalls that, with the consent of the Portuguese authorities, an appeal was made for tourists to send in photos from the day and the night of Maddie’s disappearance. The purpose was “to identify anyone suspicious who might appear looking at the family”, he says. But despite “much that arrived at the English police, none of those images ever reached us”.
The PJ have not received any photos at all resulting from the campaign launched by the Leicestershire police, asking tourists who were on holiday in Praia da Luz to send copies of photos taken during the two weeks preceding Madeleine McCann's disappearance. The appeal had been launched by Leicestershire police, in coordination with CEOP and ACPO.

According to a source close to the investigation in the United Kingdom, several hundred photos were sent to the British authorities, most of them downloaded via internet pages specially created for the occasion.
“We will then evaluate these images - at a rate of 1000 images an hour - so that before long we are sending the significant information to the Portuguese authorities”. JIM GAMBLE, Head of CEOP had promised. According to Jim Gamble, the official objective of this campaign was to make progress with the investigation into Madeleine's disappearance, using, notably, a program for facial recognition for all the people ‘who might seem out of place or to be behaving strangely’.

"Wondering what the real purpose was of launching the public appeal....We have not had access to those photos," one of the investigators confirms, stressing that the only photos the PJ were able to receive came to them directly from witnesses”.
At the same time, another CEOP man was parachuted into Praia da Luz - DR JOE SULLIVAN.  He was clearly sent there by his boss JIM GAMBLE – but why, exactly? The press reported: “Highly respected forensic psychologist DR JOE SULLIVAN arrived in Praia da Luz within days of Madeleine's disappearance as part of a so-called 'Cracker' team, with Detective Chief Superintendent GRAHAM HILL. He returned to the UK on 9 May 2007”.

In addition, MARK WILLIAMS-THOMAS went to Praia da Luz immediately Madeleine was reported missing. Here he is being interviewed in Praia da Luz on 10 May 2007, when he was described as having ‘been out with us here for several days’: [You must be registered and logged in to see this link.]  He made several strong and detailed criticisms of the Portuguese investigation, even though he can have known little about what was really going on in the PJ offices in Portimao.  

C. The ‘LOOK for Madeleine’ campaign

An early McCann Team campaign featured Madeleine’s coloboma – the ‘leak’ from the pupil to the iris. They designed a campaign logo: ‘LOOK for Madeleine’ with the second ‘O’ featuring a black line from the centre of the ‘O’ to the outside, looking like Madeleine’s eye. It was noted by some that this ‘O’ looked very similar to the design of the letter ‘C’ in CEOP.

D. Mark Williams-Thomas – on SKY NEWS night after night

On 15 September 2007, GazetaDigital published an article by Duarte Levy and Paulo Reis about MARK WILLIAMS-THOMAS and his views on the Madeleine McCann case. Here’s part of their article:
“Mark Williams-Thomas, a former policeman and managing director of WT Associates, a PR company specialising in child protection, media handling and advice for high profile cases, urged Portuguese police to ditch the case against the McCanns – a case that he classified as ‘ludicrous’ - and follow another lead that he thinks could take PJ to the real kidnapper.

The managing director of PR company WT Associates, who is usually introduced to SKY NEWS viewers only as a ‘child protection expert’ or ‘crime expert’, criticised the Polícia Judiciária for not paying attention to “such a strong line of inquiry”. The PR expert maintained that “even if over 90% of murders are domestic-related”, he “can’t accept that Gerry and Kate as parents of the child could have been involved in her murder”.
For the managing director of WT Associates, “the answer to the case may lie in the disappearance of an eight-year-old Portuguese girl in 2004 -Joana Cipriano”. She vanished from a village just seven miles from Praia da Luz, where Madeleine disappeared.

Leonor Cipriano and her brother, who had a incestuous relationship, were both sentenced to 16 years in jail, after appealing to the Portuguese Supreme Court, for the murder of Joana Cipriano. Her body was never found, but blood found inside the family’s refrigerator and the confession of Joana’s uncle were sufficient to convince the jury. Her case has been used, by the British Media, in what seems to be an attempt to discredit Portuguese Police, comparing it with Madeleine’s case.
Joana Cipriano, who never confessed to the the crime, accused five CID officers of beating her. Later, she was not able to identify any of the five officers, when she was taken to a police line-up, behind a two-way mirror. The Public Prosecutor’s Office decide to charge the five CID officers. ASFIC, the CID inspectors’ union, filed a formal complaint against the Public Prosecutor's magistrate, because he didn’t included in the case's dossier the results of the police line-up.

The fact that one of the officers accused is Chief Inspector Gonçalo Amaral casts ‘huge doubt’ on him, according to the Managing Director of WT Associates, who believes that Mr. Amaral should be ousted from the investigation of Madeleine’s case: "Even if we work on the basis that he is innocent, given this allegation against him, he shouldn't have anything to do with the Madeleine investigation”, the PR expert told SKY NEWS”
Questioned yesterday, September 14, about his business relationship, as an expert also in media handling and advice for high profile cases, Mr. MARK WILLIAMS-THOMAS initially confirmed that his company had a contract to provide services to the McCann. Asked to confirm some details of that business relationship, he changed his initial answer and denied any relationship, admitting only that he has “been in contact with the press officers for the family.”

We asked also to Sky News if they were aware of the fact that Mr Mark Williams-Thomas was also the owner and managing director of a PR company, as SKY NEWS has invited almost every day, to comment about the Madeleine McCann case, introducing him only as a ‘child protection expert’ or a ‘crime expert’. We are waiting for SKY NEWS to answer those questions”.
SKY NEWS never did supply an answer to their questions. There are a few other points we should note about this interesting article, as follows:


  • MARK WILLIAMS-THOMAS was indeed commenting almost nightly on the McCann case for SKY NEWS, responding to the latest news about Madeleine’s fate

  • There is a real question mark in the article as to whether he had at any time had a financial relationship with the McCanns. He initially said he had a ‘contract to provide services for the McCanns’   

  • The article is incorrect about Leonor Cipriano; in fact both she and her brother made voluntary confessions to this appalling crime

  • Mark Williams-Thomas, it appears, was able to deceive viewers about Leonor Cipriano, failing to tell them that she had been justly sentenced to 16 years for her terrible crime

  • There is evidence in the above article that Mark Williams-Thomas lacked objectivity in his commentaries on Madeleine’s disappearance.


E. CEOP and the ‘Minute for Madeleine’ video

In November 2009, the ‘Minute for Madeleine’ video was produced and released. It was intended to ‘go viral’ on the internet, and did so. It was a CEOP production which featured an age-progressed sketch of Madeleine as she might be, aged about six. So the Minute for Madeleine video was masterminded by JIM GAMBLE. But the video itself was narrated by DR JOE SULLIVAN. According to the mccannfiles.com site, Sullivan “helped in the production of, and personally narrated, the 'A Minute for Madeleine' campaign video; an appeal directly to the person keeping a 'secret' about Madeleine, 'who knows who's involved in her disappearance' and who may have been groomed by the perpetrator(s) to stay quiet”. The ‘Minute for Madeleine’ video promoted the logos of six organisations at the end of the video, including ‘Missing Children’, ‘PACT’ and ‘Missing & Exploited’.
Jim Gamble said at the time that “…the message was founded on the belief that, like Jaycee Dugard in California and Natasha Kampusch in Austria, Madeleine could be rescued or reappear despite being missing for more than two years. He said he had “studied 11 child abduction cases in which the victims had reappeared after long periods in captivity”.

Kate and Gerry McCann appeared on TV together with JIM GAMBLE. At the time, ITN News reported that: “The criminal psychologist behind a new Madeleine McCann appeal, DR JOE SULLIVAN has told ITV News that her abductor is very likely to strike again”.
JIM GAMBLE was interviewed for SKY TV [https://www.youtube.com/watch?v=bJtkRE4P18I ] and other media to promote the ‘Minute for Madeleine’ video.

F. A row about Facebook: Gamble gets angry

On 18 November 2009, a blogger wrote after hearing JIM GAMBLE lay into Facebook for refusing to add a ‘Report to CEOP panic button’ to their pages. The blogger observed:

“I, too, heard Mr Gamble on the Radio this morning (BBC Radio4). He sounded quite bullying himself - but that tends to be his calling card. Implicit in his comments was a suggestion that if any site refuses to host a CEOP 'panic button' they are failing in their duty of care to the young and there must, therefore, be something 'wrong' with them. It's no surprise to hear such attitudes from an organisation like CEOP, which has grown so powerful on the back of the current paedohysteria - and an almost wholly uncritical media.

“Mr Gamble, who's fondness for dropping 'keywords' into his interview responses ('predator', 'grooming', etc.) is a past-master at hyping up the sensationalism - hardly surprising at a time when so many competing 'partner agencies' (another favourite Gambleism) are looking for funds from an ever-dwindling pot.
“I was surprised to hear him tell the BBC interviewer that the CEOP panic button receives 10,000 hits a month. Really? 10,000? A month? Naturally, the BBC interviewer let that little gem slip past completely unremarked upon. If it's true - and as ever with CEOP we have no mechanism for establishing that - then surely it represents a headline story of unimaginable proportions?

“Ironically, given the context, I have little doubt Facebook will eventually be bullied into having to accept CEOP's unwanted presence on their site: the Paedogeddon will brook no argument, no dissent, after all, and after Mr Gamble's tirade against them this morning on live radio (and no doubt by now across a more than accommodating media) I suspect they will have no option but to cave in to his demands or risk more name-calling in the future.
“In the end, it's worth remembering CEOP is a public/private company (and also part of the UK police service). Yes, it's a company. JIM GAMBLE is its CEO. It receives the bulk of its funding from the UK government (i.e. taxpayers) and from private sources (step forward Microsoft, BT, O2, Virgin, VISA, etc. etc.) which all runs into £millions every year. It makes a bit of cash on the side flogging off training seminars, publications and instructional packs to 'stakeholders' (yes, there's another Gambleism). As a commercial concern, CEOP cannot insist companies like Facebook carry its marque - but Mr Gamble seems to think they should be forced to do so. Of course, he knows that by wielding the trusty 'won't someone please think of children?' banner (along with his usual bluster and well-rehearsed hyperbole) wherever he goes he can almost always get his own way”.

Dr Martin Roberts: "The evidence is that these are the pjyamas Madeleine wore on holiday in Praia da Luz. They were photographed and the photo handed to a press agency, who released it on 8 May, as the search for Madeleine continued. The McCanns held up these same pyjamas at two press conferences on 5 & 7June 2007. How could Madeleine have been abducted?"

G. A CEOP conference with Dr Joe Sullivan and Gerry McCann as the speakers

On 26 January 2010, JIM GAMBLE organised a CEOP conference and invited both Gerry McCann and DR JOE SULLIVAN and Detective Chief Superintendent GRAHAM HILL to speak. The conference was titled: “Taken: Sexually-motivated child abductions” - an event ‘for law enforcement officers only’. It was not quite clear why Gerry McCann was invited as there has never been any evidence that Madeleine was the victim of a sexually-motivated abduction.
JIM GAMBLE was asked by e-mail why Gerry McCann had been asked to speak at a conference on sexually-motivated child abductions. He organized a reply via his Training Officer, who replied on 19 January:

“Thank you for your interest in the work of CEOP and your comments. The fact that we invite a speaker does not mean that we endorse their views. Our conferences allow people to exchange and challenge views. The current position regarding the McCanns is that they are the parents of a missing child who is presumed to have been abducted: that being the case anything that Gerry McCann has to say will be of interest to those who work in [law enforcement] and will attend the conference”.

H. Jim Gamble is asked to do a feasibility study for a police review into Madeleine’s disappearance

In March, the Yorkshire Evening Post reported (19 March) that JIM GAMBLE of CEOP was spearheading the carrying-out of a ‘scoping exercise’ to assess the feasibility of a review by a British police force into the disappearance of Madeleine McCann. It was headed: “Scoping exercise for Home Office : Shannon cops join hunt for Madeleine McCann”. Bruce Smith’s report continued: “The West Yorkshire Police squad which found missing schoolgirl Shannon Matthews is to help in the search for Madeleine McCann. The move follows a private meeting between Madeleine's parents Kate and Gerry McCann and the Home Secretary Alan Johnson.CEOP has now approached West Yorkshire Police's major inquiry team which found missing Dewsbury nine-year-old Shannon Matthews in March 2008…the approach to West Yorkshire Police is believed to have come direct from CEOP but they have refused to comment…”


I. Jim Gamble says that paedophiles who view child sexual abuse images should not necessarily be jailed

On 10 April 2010, as the Independent reported, JIM GAMBLE declared that paedophiles convicted of looking at child pornography should not necessarily go to prison, the police child protection chief said today. The article said:

“Jim Gamble of CEOP told the BBC he believed some sex offenders should be encouraged to seek treatment rather than be threatened with jail terms. Mr Gamble said answers needed to be found outside the criminal justice system and that some offenders should receive a police caution, then be managed within the community. He said there were too many people being convicted of paedophilia to be dealt with in the criminal justice system.
“Mr Gamble told the broadcaster: ‘We shouldn't be sending everyone that ever commits an offence - particularly of the viewing kind - to prison’…In another part of the interview, Mr Gamble said it was time to adopt a more ‘intelligent posture’ in tackling the problem…He said people with a ‘deviant sexual interest in children’ should get help before they ‘live out that fantasy’ and are caught. Sexual crime prevention expert Ray Wyre told BBC’s Today programme: ‘…not all people accessing illegal images are paedophiles; some users are motivated by anything from stupidity to curiosity’.

“Mr Gamble's views on people who download illegal images were also attacked by Michelle Elliott, director of the charity Kidscape. She told the BBC: ‘They are just as guilty as the people taking the photos. If they didn't view, the child wouldn't be abused. Therefore I think those people deserve prison’.”

J. Jim Gamble completes his ‘scoping exercise' on Madeleine McCann for the Home Office

On 11 April 2010, a news report by Lucy Panton, told us that:

“British police are to launch a new probe into missing Madeleine McCann after massive failures were found in the Portuguese investigation. Our top child protection cop JIM GAMBLE has completed a fresh look at the three-year-old investigation for the Home Office. He told ministers there were huge holes in the original inquiry that need to be revisited if they want to ‘come close’ to reaching UK standards. It will come as a bitter pill for Portuguese investigators who have fended off criticism since Maddie disappeared in 2007…But parents Kate and Gerry McCann, both 41 and both doctors, are ‘delighted’ at the move”.
Another report said that: “JIM GAMBLE, Head of CEOP, found a basic failure to collate information and join up links that should have been made...Mr Gamble found no evidence sufficient to make the McCanns suspects. His findings have now been formally submitted to the Home Office with recommendations to re-investigate. The damning review has now set  ACPO the difficult task of trying to decide who takes on the mammoth task. It is already predicted to be ‘an extremely costly’ investigation that, even if done properly, will probably never be solved.


K. May 2010: Gamble is involved in a controversial video produced by Jon Corner

re: New video produced by Jon Corner using images of Madeleine McCann with eye shadow and jewellery - now on YouTube

We write to express our concern about the images of Madeleine used by you, the McCanns and Jon Corner in the video message which was widely trailed in today’s newspapers and has already attracted several hundred views on YouTube. We understand that you as the McCanns’ chief public relations adviser must have approved the production and distribution of this video. Indeed, you are quoted in one of today’s newspapers as follows:
“McCann family spokesman Clarence Mitchell said: ‘The video is designed to remind people that the search for Madeleine is ongoing. Just because she’s not in the headlines every day doesn’t mean nothing is being done. Kate and Gerry are still devoting a large part of their daily lives to the search’.

The fact that your clients the McCanns explicitly approved the distribution of this video is clear from the following report of SKY News:
“Parents of Madeleine McCann, who went missing three years ago, have released a new video and photo of their missing daughter to mark the third anniversary of the girl's disappearance”.

The concern we have and that is being expressed by thousands of others is the use of clearly-posed photographs of a three-year-old wearing make-up, such as eye shadow, a necklace and lipstick.
You and your clients the McCanns have from the day Madeleine was reported missing claimed explicitly and on many occasions that Madeleine must have been abducted by a paedophile, or paedophiles, often described by you and your clients as ‘predatory’, ‘evil’, or ‘a monster’. Yet the images of Madeleine that you have allowed to be used in your campaign are of a child looking much older than her actual years - the very kinds of images that often appeal to paedophiles. Even former police detective, now leading criminologist and child protection expert MARK WILLIAMS-THOMAS, who has often spoken with strong sympathy and understanding for your clients, has today commented adversely on the McCann Team’s use of these images of Madeleine on ‘Twitter’. He said, in five separate messages earlier today:

1) “On the eve of Madeleine's disappearance I agree with the release of a new photo but question the appropriateness of the photo chosen”
2) “Have not yet seen the new Madeleine video but the photograph is so inappropriate & damaging on so many levels - ill advised again”

3) “Am trying to find out now who gave advise [sic] to use the make up photo - so damaging - as I know what it will become”
4) Jon Corner may b able 2 answer ur question on who advised the McCanns to release THAT picture. He's friends with Esther McVey”

5) “No response yet re who advised of the use of recent photo of Madeleine - as soon as I get a response will let u know”.
There has also been questioning of the following statement in one of today’s newspapers:

“Kate and Gerry McCann have released a new picture of their daughter Madeleine as they prepare to commemorate tomorrow’s third anniversary of her disappearance. The photo shows her when she was three after a raid on the dressing-up box - she has a pink bow in her hair and a gold bead necklace and is wearing blue eyeshadow”.
The statement that the photograph shows her ‘after a raid on the dressing-up box’ implies that Madeleine made herself up but is open to serious question for at least the following reasons:

* it is doubtful if Madeleine could have put on the necklace herself without adult help
* similarly, the eyeshadow looks neatly put on in certain places around the eye, whereas a three-year-old attempting to put on eyeshadow would have probably made a mess of it

* Madeleine appears to have no eyelashes. Photographic experts who have analysed the picture suggest that colour has been digitally added on, hiding they eyelashes
* Madeleine’s eyebrows look quite different from other photos, possibly covered with some form of make-up

* there appear to be two obvious brush tool traces above the eye on the right of the photo.
Thus, whatever the truth about the circumstances under which this picture was taken, there are very good grounds for believing that an adult has applied the make-up and also of course been there to take the photograph. Taken together with two of the other images of Madeleine shown in the film, it is perhaps not surprising that, for example, on sites like ‘Twitter’, ‘Facebook’ and other forums, comments like the following have been made:

“The picture of Madeleine reminds me of JonBenét Ramsey’s beauty pageant photos, that kind of images could entice sexual predators”.
“If CEOP endorse this type of public relations for a supposed missing child, then their role in child protection has to be questioned!”

“The latest photo the McCanns have released makes for very uncomfortable viewing. Alongside the Gaspars’ statements, something is very wrong here”.

The context here includes the ever-increasing sexualisation of young children, highlighted recently when a high street store, Primark, had to withdraw the marketing of padded bikini tops to 7-year-olds, following a storm of protest from parents. The dressing up of young children to look adult has been condemned by most child welfare organisations and with good reason. For example, a recent Home Office commissioned report stated: “The evidence gathered in the review suggests a clear link between consumption of sexualised images, a tendency to view women as objects and the acceptance of aggressive attitudes and behaviour as the norm”.
The circumstances in which that photograph of Madeleine was taken may have been wholly innocent, but as many people have been saying today, its use by your clients the McCanns in their attempts to locate a missing child possibly abducted by paedophiles is surely inappropriate. We would therefore ask you and your clients to remove the video from circulation and from YouTube.

Your clients obviously still want the whole world to look for Madeleine and not forget about Madeleine. The problem is that we do not know where to look nor who to look for. For example, fourteen different artists’ impressions have been published in British newspapers of people whom the McCanns claim are either the suspected abductor or ‘persons of interest’. Twelve of these are men and two are women.

As for where to look, the advice given by the McCanns’ private investigators suggests that despite using the services of many of them for nearly three years, there is not a single piece of useful information that you can give to the public which would enable us to know where to begin to look. Despite millions of pounds being spent on Metodo 3, Control Risks Group, Red Defence, Oakley International, senior ex-Metropolitan Police detectives, senior ex-MI5 security staff and now the team of ex-Detective Inspector Dave Edgar and ex-Detective Sergeant Arthur Cowley, we have not a jot of information on where to look.
Mr Edgar told newspapers last year that he was ‘convinced’ (his word) that Madeleine was being held ‘in a prison lair within 10 miles of Praia da Luz in the lawless hills around’. Subsequently you and Mr Edgar told a press conference that a conversation at 2.00am (which had been kept secret for two-and-a-half years) between a British banker who had been drinking round the bars of Barcelona and a woman looking like Victoria Beckham and with an Australian accent was ‘a strong lead’ and as a result a nationwide alert was put out in Australia. Prior to that, in December 2007, Mr Francisco Marco, the boss of the first major detective agency used by your clients, Metodo 3, told the British media that he ‘knew Madeleine was alive’, that ‘his men are closing in on where she is being kept’ and that ‘Madeleine will be home by Christmas’.     

It would surely be much more helpful to the public to give out the best description of the abductor that the McCanns’ various detective agencies have, between them, been able to compile, so we know who to look for, and to give the public as much information as you are able to about what really happened to her. You have often been quoted in the newspapers as saying: “Our investigations are confidential…we cannot disclose the information our investigators have” etc. But this gives the public no help at all in knowing where to look for Madeleine.
I trust you will pass these comments on to your clients. At the same time we are raising with Mr JIM GAMBLE of CEOP and other organisations concerned with the welfare of children whether they approve of appeals for a missing child being made using images of that child in a pose for the cameras and with a considerable degree of adult make-up.

Soon after the Conservative/Liberal Coalition government was elected in May 2010, JIM GAMBLE was in the news again. Under the heading: ‘Maddy case may be re-opened by Theresa May’ the Sunday Express reported on 4 July 2010: “Home Secretary Theresa May has asked to meet Kate and Gerry McCann, signalling she intends to tell them she will order a new investigation into their missing daughter Madeleine. Mrs May wrote to the McCanns last week asking them to come to the Home Office in what is being described as a ‘positive step’ by department officials…Since taking office, Mrs May has taken a close interest in the case. Her predecessor, Labour's Alan Johnson, last March ordered a costing of a review of evidence and the outline of how a new probe would work into finding out what happened to Madeleine…Mr Johnson acted after JIM GAMBLE, Head of CEOP, wrote a report for the Home Office…”
M. Jim Gamble resigns from CEOP: the McCanns are ‘very upset’

JIM GAMBLE resigned from CEOP. As soon as he did, the McCanns weighed in heavily with their public support for him. The Daily Mail headlined their article: ‘Kate and Gerry McCann 'very upset' at resignation of child protection chief as government accused of cost-cutting’. Jack Doyle’s article continued: “Kate and Gerry McCann weighed into the row over the future of the national anti-paedophile agency last night. The parents of Madeleine McCann were said to be 'very upset and disappointed' by the resignation of JIM GAMBLE, the chief executive of CEOP. Mr Gamble, a former senior police officer, resigned on Monday over plans to merge CEOP into a National Crime Agency.
“Mr and Mrs McCann said it was 'extremely saddening' that Mr Gamble thought he had to quit. They said in a statement: ‘We are certain that he will be a huge loss to the field of child protection. Knowing how committed Mr Gamble is to this cause, it is extremely saddening that he feels unable to continue to lead CEOP, apparently as a consequence of the proposed Governmental changes. 'The search for our daughter Madeleine has been greatly enhanced by the work carried out by the team at CEOP. We would like to thank Mr Gamble for all of his efforts, both for Madeleine and for all missing and exploited children”.

N. Jim Gamble forms iNEQE

After leaving CEOP, JIM GAMBLE rapidly formed a new company, ‘iNEQE’, so titled because it is both 'innovative' and 'unique'. Gamble has organised two conferences, in September 2013 and March 2014, with the peculiar title: 'Glimpse CSA'. The CSA stands for 'Child Sexual Abuse', so the somewhat bizarre title of these two conferences reads: "Glimpse Child Sexual Abuse". I am sure they could have thought up a better, more appropriate and suitable title. Here, he appears to have surrounded himself, once again, with MARK WILLIAMS-THOMAS and DR JOE SULLIVAN.
Dr Joe Sullivan’s biography on iNEQE describes him as: “Dr Joe Sullivan,

Mentor Forensics founder and CEOPs former Principal Forensic Physiologist; one of the foremost global experts on offender character and behaviour, the principal developer of the Behavioural Analysis Unit and advisor on major police enquiries including the Madeline McCann and April Jones investigations”. It is not clear whether Dr Sullivan’s advice made a ha’penny worth’s difference to either understanding what really happened to Madeleine McCann, or to solving who took and murdered April Jones.

O. Jim Gamble’s 1st ‘Glimpse Child Sexual Abuse’ Conference, Belfast, 9 September 2013

In September 2013, JIM GAMBLE, now of iNEQE, organized a Conference titled (for short) ‘Glimpse Child Sexual Abuse’. These conferences had 5 keynote speakers.One was Gamble himself.
Another was DR JOE SULLIVAN, whose conference biography boasted that he was: "...CEOP's former Principal Forensic Physiologist, one of the foremost global experts on offender character and behaviour, the principal developer of the Behavioural Analysis Unit and adviser on major police enquiries including the Madeleine McCann investigation...”

A third of the 5 keynote speakers was MARK WILLIAMS-THOMAS, the self-proclaimed expert on child sex offenders who has pontificated on the Madeleine McCann case many times. He famously said that the abductions of Madeleine McCann in 2007 and 8-year-old Portuguese girl Joana Cipriano in 2005 had 'remarkable parallels', apparently being unaware that when he made this idiotic remark, Joana's mother and uncle were already two years into 16-year jail terms for the brutal murder of Joana.
In his 'Glimpse CSA' conference biography, he modestly described himself as, quote: "TV presenter, criminologist, child protection expert and former detective; the man who unmasked Jimmy Savile as one the UK's worst predatory paedophiles".

It does seem remarkable that 3 out of 5 keynote speakers at a Child Sexual Abuse Conference should all have such a very close connection with the McCann case, especially since, after 7 years of investigations costing tens of millions, we have no idea whether Madeleine was a victim of child sexual abuse or not.
The Conference was advertised as follows: “The Belfast-based iNEQE Group is hosting a national conference on Monday 9th September at Queen’s University Management School. It brings together five leading commentators on child sex abuse. Investigative reporter MARK WILLIAMS-THOMSAS, who broke the Jimmy Savile story and Assistant Commissioner Peter Spindler who led the initial Operation Yew Tree investigation. Dr Michael Bourke who is currently the Head of the US Marshall’s Behavioural Analysis Unit, DR JOE SULLIVAN the Lead Child Psychologist with Mentor Forensics and JIM GAMBLE the former Chief Executive of CEOP & current iNEQE Group CEO”.

Here is MARK WILLIAMS-THOMAS promoting himself and the Glimpse Child Sexual Abuse Conference on YouTube [59 views in 6 months]. iNEQE has put out 76 videos on YouTube so far.

P. BBC CrimeWatch, 14 October 2013: Gamble’s views are featured again

On 14 October 2013, the BBC screened a ‘McCann Special’ edition of CrimeWatch. Once again, JIM GAMBLE, though no longer head of CEOP, was again in the thick of the action, writing in The Guardian earlier that day: “Madeleine McCann's abductors should beware, the police will not give up. This is not the time to criticise parenting or policing, it is time to pause and consider the developments in the case…When Madeleine McCann went missing in 2007, police in Portugal were faced with a difficult and highly charged scenario, no doubt made more complex by parental anxiety, along with language and cultural differences. As those first few hours disappeared in confusion and miscommunication, valuable minutes will have been lost. As hours turned to days there was little sense of pause, planning or direction…There wasn't a policing agency in the UK that did not want to do all that it could to assist in the search for the little girl…Many people have opinions about Kate and Gerry McCann. The rights and wrongs of their meal at the tapas bar and their approach to checking on the children. I am of the view that there but for the grace of God go I…No-one but the person who took Madeleine is to blame for what has happened to her”.

On 7 October, JIM GAMBLE was featured in a Daily Mirror article about the forthcoming CrimeWatch programme:
‘Abductor’s conscience could catch up with him’
Jim Gamble was quoted as saying: “It's asecret that somebody has been keeping for six long years. But sooner or later, the mystery of little Madeleine McCann will be unravelled. Next Monday night Crimewatch will release an appeal for new information, reconstructing the fateful hours before she vanished. The programme will disclose ‘fresh and substantive’ information and hopefully jog a few memories. This is not just about revisiting a cold case. It is about responding to new leads – and the dawning reality that Kate and Gerry’s relentless efforts to reinvigorate the investigation have paid off. The 37-strong team from New Scotland Yard, is well funded and detectives have built a solid working relationship with their Portuguese counterparts. They have processed thousands of lines of enquiry, engaging 31 law enforcement agencies worldwide, and revisited evidence gathered but not fully followed up six years ago. The person or persons who know what happened could be about to face the knock on the door they have been dreading for so long. They will not be able to continue life as normal, they will not go untouched by all this. The media coverage will help stretch the long arm of the law. And this time someone might just decide to ease their conscience by sharing a vital piece of information. I hope that whoever they are, they realise that it is never too late to do the right thing and find the courage to come forward”.

Thanks for laying all of that out Tony - it is interesting. My first thought is that I am pleased that Theresa May has decided it should be merged with the National Crime Agency. It sounds as if it were un-regulated and due to the sensitive nature of its work, it could get away with bullying tactics to do exactly as it, or its CEO wanted. Never a good thing. To me, it seems that Jim stepped on the bandwagon of the 'disappearance of MBM' to promote himself, as did many others.

Completely agree helenmeg that was my first thought too. Reading all of tonys info there is it coincidental that Jim gamble left ceop shortly after it was merged?

Its certainly strange that this small group of men have featured so prominently in this case and reading the above gives me the creeps.

I've been a "Gamble" believer, since the launch of the one-minute "viral video". I think I have to go back to its initial presentation on various UK TV sofas to check my feelings again - which were that Gamble had his eyes on Gerry and Gerry knew that and was hyperventilating ...

What do you mean, Châtelaine, by "Gamble" believer?

I have to say I don't trust him at all, and believe his motives are to promote himself at all cost. That he makes Gerry uncomfortable is good to hear, but I am convinced he needs Gerry to promote his own face.

Dr Joe Sullivan also worked at the Lucy Faithful Foundation which was connected to Ray Wyre who spoke out declaring Mccanns innocence and whose name is on the Elm Guest House list.

But, it wasn't just Gerry squirming, it was also Kate looking like she was the one, who initiated this whole exercise.
As I said, I'll have a look at it again [if the youtubes still exists ...] to either confirm my feelings at the time or change my mind. I'm of the flexible mind  yes

I can't believe that Jim Gamble was a top policeman for 30 years. I have never, in my life, seen such an UNPROFESSIONAL professional. And to think he was in such a high-profile position. It scares the life out of me to think that the likes of these people have control over our lives.
