Former officer Mark Williams-Thomas, 42, whose ITV documentary lifted the lid on Savile’s abuse, said the relationship between British and Portuguese police was “very tense”.

He claimed on Twitter it was “far from agreed” that the two forces would cooperate in the search for Madeleine, who vanished aged three while on holiday in Portugal in 2007.

Portugal’s law chiefs have received a letter from Home Secretary Theresa May asking for permission to base UK officers there.

But the Portuguese Attorney-General’s office said yesterday: “There is currently no timetable for when and how we will proceed.”

“The British authorities cannot carry out interviews or make inquiries in Portugual without being accompanied by public prosecutors.

Mr Williams Thomas tweeted: “Home Sec sends request to Portugal asking if Mets can begin a new investigation into Madeleine McCann’s disappearance.

“Relationship between UK police & Portuguese over Mets saying they will investigate Madeleine’s disappearance is very tense & far from agreed.”

Then-three-year-old Madeleine vanished from her family’s holiday apartment in the Algarve resort of Praia La Luz in May 2007.

Portuguese police, who were assisted by officers from the McCanns’ home force in Leicestershire, archived the case as an unsolved mystery.

Earlier this month Met Police, who started reviewing the investigation two years ago following a personal plea from the McCanns to the Prime Minister, said the operation had thrown up “new evidence, new witnesses, new thinking and new theories”.

They launched their own inquiry after identifying 38 potential suspects across five countries including Portugal and the UK.

Twelve of them are Brits.

Under international law UK detectives cannot arrest or interview witnesses on Portuguese soil.

But they can observe as local police carry out inquiries on their behalf.

If approval is given the Met is expected to seek new forensic evidence and pursue hundreds of possible leads its review is understood to have uncovered.

Scotland Yard declined to comment.

What does MWT know reallY?  Remember he was in the living room of Tia Sharp's grandma with a corpse above his head....?

He's just an attention seeker who wants to give the impression that he's inside info from a low level constable, just to inflate his self importance perhaps. I don't trust that man as far as I can spit.

Anyway *tense* meaning what?  That both sides could not see eye to eye on refining the points of agreement or they did not have a common goal. Unless we are told the cause for the tension it is pointless to insinuate anything and MWT of all people should know better.

Thus far, the UK Police have never criticised the Portuguese, and I believe that will never happen.

It is just several smaller items reported over the last couple of weeks put together to make it a "news" item for the weekend.

Not good for a self-proclaimed 'child protection specialist'

In my opinion the British Police (Met) are playing a double bluff with their Portuguese counterparts - I think it goes right back to when the Portuguese police, who were assisted by officers from the McCanns’ home force in Leicestershire, archived the case as an unsolved mystery. They knew the McCanns were guilty but lacked the evidence to hold them in Portugal so the case was archived. But as many have said slowly slowly catchy monkey - they have arranged it so that the McCanns themselves requested a review leading to an investigation. All the alleged "new leads, new evidence, new witnesses, new thinking and new theories”. are in my opinion bait or red herrings! Somehow if this case was ever to be moved forward the tapas nine would have to be persuaded to return to Portugal to perform a reconstruction - but how could they brought to this point? By the Met assuring the tapas nine they have been discounted from the investigation.  We are informed that Under international law UK detectives cannot arrest or interview witnesses on Portuguese soil, but they can observe as local police carry out inquiries on their behalf. According to the British press there is a police bust-up which sparks fear for Madeleine McCann investigation. Where do we go from here. Simple my dear Watson - the collaborative forces continue with Portugal taking the lead and insisting that the investigation can only begin where it was abruptly left off with that vital reconstruction. With the whole world watching - how could the tapas nine refuse to co-operate?

It's worth having information on such as MWT - I read the same statement elsewhere in a blog full of inaccuracies and wild statements regarding the incompetence of the Portuguese police.

As far as the cooperation between the PJ and SY is concerned, I expect that the PJ is on a tight budget, like the rest of Portugal, after all the mud-slinging hardly in the mood to do pointless work when time can be better spent on their own affairs.

I rather think that "The Wisdom of Mark Williams-Thomas" will prove to be a weighty tome to rival "War and Peace".

Yes it is awful when the person responsible for a terrible crime turns out to be someone known and trusted - it's hardly a rarity though.

Criminologist Mark Williams-Thomas said it was unlikely an abductor entered apartment 5a at the Ocean Club in Praia Da Luz, Portugal.

The former detective said Madeleine was probably snatched by an opportunistic paedophile as she looked for her parents as they ate with friends at a nearby tapas bar.

He said publicly-available evidence leads him to believe the three-year-old arranged her toys on her bed and left through the unlocked patio door.

Mr Williams-Thomas said the case bears striking similarities to the murder of Sarah Payne who was snatched in West Sussex nine years ago.

He said: "Is it unreasonable to presume that Madeleine woke up and then went in search of her parents at a restaurant within a holiday complex that she had grown familiar with over the course of her holiday?

"Neatly tucking up her toys, she slipped out of the apartment through an insecure patio door.

"This seems all the more credible given what we know happened to eight-year-old Sarah Payne who was abducted in July 2000, even though she was only out of sight of her family for a matter of seconds."

He forgot to add here - 'and before she left she cleverly placed some blood splatters and traces of death in the lounge and her parents bedroom, then cleaned the apartment thoroughly leaving no other traces of her DNA, took the twins toothbrushes and carefully hid them and then left through the open patio door trying desperately to open the shutters of her bedroom window (with gloves on of course) to let a bit of light in before she then opened the stairgate and

Here he's explaining on May 10, 2007, what the PJ should have done ... If it wasn't so sad, I'd say it's a joke.

I'm sure that, when I looked at his LinkedIn profile originally, he stated that he was in the police force from 1989 to 2000 and from then till 2005 he studied at Birmingham University.

A risky venture indeed in 2000 when he had three young children to support.

I'm still chortling at the concept of a distressed child (that's not funny in itself of course) tidying up her toys before venturing out in the dark to look for her parents.

After leaving Surrey Police, the former detective made a name for himself as one of the UK’s leading child protection experts, fronting reports on BBC’s Newsnight and ITV Tonight.

And it was while working on another investigation in 2011 he received a call from a journalist asking him about Sir Jimmy Savile, then seen as an eccentric DJ and TV presenter.

“The journalist suggested I contact an individual about allegations that Savile was an abuser,” said Mr Williams-Thomas, who is currently working towards a PhD in criminology at Birmingham City University.

“I was in the middle of making another programme, so I couldn’t do it straight away – but then Savile died in October 2011.

“When I did eventually make contact with that person, it was quite clear that there was definitely something there.”

Mr Williams-Thomas was then contacted by BBC’s Newsnight programme, asking if he would be interviewed as part of an investigation into the Jim’ll Fix It host.


Don't you just love these "so up their own a**e" people, who "expose" crimes AFTER the filthy criminal has died.  Also, Mr William-Thomas is so busy on Twitter, promoting his own interests, it makes one wonder where he has time to do anything else.

Well that must have been AFTER GM/JW had finished 'chatting' to each other from opposite sides of the street!

Because Gerry has just 'seen' her in her bed. (so she did NOT use the patio doors to walk out of.)

If she has 'walked' out of the apartment then it MUST have been AFTER JW has walked back to his apartment, and not seeing a little child 'wandering' about!

And THAT completely blows the 'timelines' given by T9 apart!

It also means then, that it was IMPOSSIBLE that JT could have 'seen' anyone carrying off anyone!
At the 'time' she said she did!

She said she saw ' carrying child' at the EXACT time GM and JW were chatting to each other from different sides of the street!

SO, if MWT is 'right' that means GM and JT are totally 'wrong'!

1. It states as a fact that Mark Williams-Thomas was 'a former Child Protection Officer'. I am not absolutely sure that he was

2. Why at the this time had the Murdoch-owned SKY News been employing MWT as a lead commentator (and AFAIK continue to do so) on practically every child protection story in the news?

3. How much, over the years, has SKY News paid him for his pontifications?

4. When was he sent to Praia da Luz; he was clearly there on 10 May 2007?

5. Did he ever work in any capacity for the McCanns?

6. Why at this early stage was he already so critical of the Portuguese PoIice, despite the fact that they'd had 800 officers looking for Madeleine for a whole week?

Attorney General's Office has given the OK to Scotland Yard to investigate

IT IS CAUSING BAD FEELING within the Judicial Police (PJ) - the coming to Portugal of British detectives investigating the disappearance of Madeleine McCann, in 2007, from the Algarve. The Attorney General's Office (PGR) has accepted the request for assistance, but the timetable for the Scotland Yard officers has not yet been scheduled. For now, the investigation continues to be archived, since 2008, because "there are no grounds to reopen it," said the PGR, to JN yesterday.

Once on Portuguese territory, the British police cannot carry out the measures they deem necessary. They are only allowed to observe what the Portuguese police do, at their request. And it is precisely this question that is leaving investigators angry. "They want to hear people who have already been heard at the inquiry stage and repeat other steps which were taken by us and were inconclusive. They are passing us a certificate of incompetence," complained an inspector who participated in the investigation, to JN. Another policeman recalls the "barriers" that were placed when the PJ requested assistance in the initial investigation. "The letter of request to conduct investigations in England had to be changed several times by imposition of the British authorities. We collaborate, but the opposite is not always there," he says. The public prosecutor will now have to assign the execution of the inquiries to a criminal police body. Most likely it's the PJ but, from what JN has found, nothing has yet been reported to the National Office [of the PJ].

Have been identified by Scotland Yard after reviewing the Portuguese case files, by more than 30 specialized English policemen at a cost of more than five million euros.

Expensive investigation

All inquiries requested by the British authorities to the national authorities will be paid for with Portuguese taxpayers' money. The Maddie case is the most expensive ever in Portugal.

"Base in Portugal"

According to the British press, the letter with the formal request for cooperation was signed by the Home Secretary, Theresa May, who spoke of "setting up a base" in Portugal.

Whilst world child protection expert Mark Williams-Thomas was mouthing off against the Portuguese Police in Praia da Luz on 10 May 2007, the former world expert on child sexual abuse and sexual offending, the late Ray Wyre, was also very quick off the mark, with an article published in the Daily Telegraph the very same day. In fact, he had been quoted in another paper three days earlier.

Madeleine McCann is reported missing, and we are instantly given the 'benefit' of the combined wisdom of Ray Wyre (said to have been a 'guest' at the Elm Guest House by the way) and Mark Williams-Thomas.

I have worked with men who have abducted and killed children. Often, their capture has failed to save the child and has not come about through good police work.

The planning needed to take the child cannot be overestimated. It was clear from the beginning in Portugal that we were dealing with an abduction and the need to "think offender" was essential.

What was his motivation? How would he initiate contact and target the child? How would he control the environment to evade discovery?

Portuguese police cannot ignore the UK's experience in such cases. In the early '90s a British paedophile group filmed the sexual abuse of Portuguese boys.

At one stage the Americans were so concerned about the role of British paedophiles in Portugal that I was approached about the targeting of schools there. International co-operation should be part of police thinking.

However, there is no culture of community policing in Portugal and they have laws that prevent the discussion of cases. This is clearly the wrong way round. The media are essential in passing co-ordinated and directed information to the community.

In this case, speculation is rife, confused messages are likely to be given.

The parents will be feeling guilty for leaving the children and even a half hour is a long time if a child wakes up and starts to cry immediately after one leaves the room.

This could, possibly, lead to a woman on her own, who has lost a child, saying to herself wrongly that the parents did not care for this child and deciding to take the girl home. No paedophile, no conspiracy - just a lonely woman.

The window of opportunity for the abductor means that the information given by the parents has to be very accurate. Police must help them to say exactly how long it was since they last saw their child.

The parents need to know that if this was an offender who planned the abduction then there is probably nothing they could have done.

I once asked an abductor who had killed girls how we could stop him. He said: “I suppose you would have to chain a child to the mother”. But he added: “No, that would not work. I would take both”.

Ray Wyre is an expert in sexual crime who worked in the UK Probation Service in the 1970s before specialising in programmes for sex offenders.

Three days before this, Wyre had also been quoted in an article in The Times, by Dominic Kennedy.

The article, titled: “Nothing can stop a determined abductor, but there is a chance the child is still alive”, opened with this paragraph:

“If Madeleine McCann was abducted by a paedophile, there is a chance that she is still alive and can be saved by sensitive policing, according to Ray Wyre, a sexual crimes consultant. ‘Lately, there have been more and more cases where there has been an element of planning and an attempt to keep the child alive’, he said. Wyre added that: ‘To maximise the possibility of finding Madeleine alive, police must avoid doing anything to make the kidnapper panic. If he believes that they are about to move in and catch him, he may become so alarmed that he kills the child to stop her being a witness’.”.

Wyre was also quoted in the same article in relation to the activities of paedophiles in Portugal. He continued:

“Portugal is known to attract British paedophiles. A ring of 20 Britons set up there around 1990, filming sex acts with local boys and sending the tapes to Belgium and the Netherlands. Some were later jailed in England. The case helped to persuade the British Government to make it illegal for Britons to have sex with underage children abroad”.

The Times article concluded: “Mr Wyre went to Lisbon and became involved in the aftermath of that investigation. ‘There were still lots of connections and other things going on’, he said. ‘There have always been British paedophiles operating in Portugal’.

A journalist blackmailed a funeral firm by threatening to publish claims more than one person was buried in the same grave, a court has heard.


Freelance reporter Mark Williams-Thomas demanded money from the chief executive of Dignity Funerals, Chichester Crown Court was told.


Miss Henrietta Padget, prosecuting, told the jury that at least three newspapers and a TV station were said by Mr Williams-Thomas to have been ready to run the story.


He claimed a former Dignity employee had told him bodies had been buried "inappropriately" at a cemetery in Leatherhead, Surrey.




Blackmail claim


Mr Williams-Thomas, of Beech Lane, Hindhead, Surrey, denies a charge of blackmail.


The court was told he had arranged to meet the chief executive of Dignity, Peter Hindley, at the Gatwick Hilton in January 2002.


"Mr Thomas told Mr Hindley that the story was ready to go and that newspapers and TV were interested," she said.


"He said he was a businessman trying to sell a story, and that if Mr Hindley bought the story that would be the end of the matter.


"He said if they bought it he would take care of it." Miss Padget said the defendant's demands added up to blackmail.

Mark Williams-Thomas is described repeatedly as a "child protection expert". Even Australia's respected ABC program 4 Corners introduced him as such.

He has no justification for making the claim and offering himself up as an expert on how to protect children.

The truth about Mark Williams-Thomas is this : he was a uniformed police officer on the beat for 9 years with the Surrey Police.

He graduated to Detective Constable- a role he held for only nine months before he left the Surrey Police under unexplained circumstances.

No detective constable in any police force around the world conducts police investigations. Rather they are part of a team with an Inspector (at the least) overseeing an inquiry. A DC could be answering phones, chasing up addresses. sitting in a car with another officer watching a suspect.

Yet the media has blithely accepted Williams-Thomas exagerated claim that implies he was a major investigator on a number of important cases including the jailing of celebrity Jonathan King who oddly, was not the subject of any investigation until after Williams-Thomas left the force.
It would be prudent not to ask Williams-Thomas former colleagues at the Surrey Police what they think of him taking all the credit for the team's hard work.

This eight-month former DC then popped up with a company "advising' on child protection, a subject of which he had no specific knowledge of apart from his own self appointed, non-existent qualifications.

Two companies he set up were closed down.

In June 2003 in Chichester Crown Court , Mark Williams-Thomas was charged with blackmailing a Funeral firm after he claimed to be a journalist who had uncovered evidence of more than one body being buried in a coffin.
He offered to "sell the story" to the director of Dignity Funerals, rather than one of his friends on a tabloid newspaper.
The story was completely false but as Williams-Thomas helpfully explained, the ensuing tabloid sensation would surely ruin the firm.

The facts of the Crown case against Williams-Thomas for blackmail were not disputed.
He was found not guilty of blackmail.

A memory for facts is not Williams-Thomas greatest talent. On his website he says he was a policeman from 1989 to 2000.
In this Daily Mirror article, he says As a police officer I worked in the area of child protection for 20 years.

Many of the remarks he makes rings alarm bells.


In 2008 Mark Williams-Thomas popped up as an 'expert' on tabloid TV pontificating about the mysterious disappearance of Madeline McCann.
He implied he was 'assisting' the McCann family and 'investigating' the case on their behalf.

The McCann's had to tell him to buzz off before he did too much damage.

Mark Williams-Thomas found pay dirt with his 'Exposure' TV show about Jimmy Savile where he presented several anonymous woman who were presented as being"independent of each other" as witnesses who confirmed Savile had abused them in a "pattern of abuse".
Those woman had been liaising with each other via the Internet for several years.

That does not mean they had not been abused but they were not independent witnesses unknown to each other. To present them as such is a fraud.

As a DC at Surrey Police Williams-Thomas was briefly a 'Family Liaison Officer', whose job is to liaise with victims of crime.
16 year old Ruth Wilson went missing in 1995 and was never seen again. Williams-Thomas was eventually appointed to liaise with her family. When he described them as "not very telegenic or sympathetic" and tried to convince one parent to go on a "reality TV show" to "describe their plight" he was withdrawn from the case. He left Surrey Police shortly after under a cloud.

It's safe to say the name "Williams-Thomas" is not a name to mention to Ruth Wilson's still grieving parents.

Mark Williams-Thomas has boasted in several TV interviews that he regularly released information against orders, to journalists. Two police officers were jailed last month in the UK for similar crimes. Others are facing the same charge.

Mark Williams-Thomas has announced he is working on a new tabloid TV show that will "save abused children". The show is not scheduled to screen until late 2013.
Presumably the children to be saved must wait until then.

Mark Williams-Thomas had a celebrity agent pal who he had dealings with: the agent's name was Max Clifford who was the "go to agent" if you claimed you had been abused by a celebrity and wished to sell your story to a tabloid. Max would get all the details, shop the tale around and advise the claimant to go to the police.
