There are no trustees. It's a limited company and debts are limited for the directors, so don't expect any directors to be paying back millions from their own personal accounts it isn't going to happen, assets will be seized putting the company into liquidation and the small claims court can't pursue claims against a limited company then.

True but with the way the money's been spent, I'd expect some of them to be staying at Her Majesty's pleasure

In the UK, fraud is primarily a criminal act defined as the following:

Dishonestly making a false representation for your own gain or to cause loss to another.
Dishonestly failing to disclose information when you have a duty to disclose it.
Abuse of position, where you are under a duty to safeguard the financial interests of others, and you fail in that duty with intent to gain for yourself or cause lost to another.
