Read the sad case of Scottish policewoman Shirley Mackie, wrongly implicated in a murder case and almost imprisoned for perjury. Down to mistakes by the Scottish Criminal Records Office, who then actually tried to manipulate evidence to cover up their mistake. One of their colleagues blew the whistle.
In the end Shirley McKie accepted £3/4 million as an out of court settlement, but she could have ended up doing a lot of time for a crime she never committed.
Whistleblowing amongst cops and police workers can and does happen, no matter what they've signed.

So, rather than Phil's unscrupulous and greedy person, all it would take is one person of courage and integrity who knows the truth to come forward....even after all this time .....anyone there ?
