From what I can ascertain it stands for "Departamento Investigação Acção Penal" which is the country’s criminal investigation agency.

This is very very important. It is nothing to do with any other case open or shut.

As I read it, according to the "Correio" newspaper, G A seems to be intending to bring a quite new and separate case against the McCanns for defamation, and he intends to call new witnesses. The DIAP is very serious,and totally different from the libel court.
I translate the following from a Portuguese website.

"The Central Bureau of Investigation and Penal Action is a highly organised and complex body for the coordination and direction of the investigation into, and prevention of, violent crime.
The Central Bureau of Investigation and Prosecution consists of an assistant attorney general, who directs, and prosecutors, always four in number, approved by order of the Minister of Justice after consulting the Superior Council of the Public Ministry.

This also suggests to me that the libel trial has somehow collapsed (been dismissed?), or has concluded in G A's favour; otherwise he would hardly be in a position to bring a criminal case for defamation against his former accusers.

Certainly something seems to be afoot, more than just WOC, and it may not be unconnected with the impending anniversary, which may upset Lorraine Kelly's apple-cart tomorrow??

Apparently the GA & DIAP stuff is in fact old, from 2009. Can anyone confirm this? If it is old, why didn't GA go through with it?

The former PJ Inspector will file a case at the DIAP (Departamento Investigação Acção Penal) against the McCanns for defamation, and will request the hearing of new witnesses in an attempt to have the case re-opened.

Goncalo Amaral is not doing this now. It was reported that he was doing it five years ago.

And your question as to why this never happened is a very valid one. Presuming that the article was true (and CM is not the most trustworthy source of anything) then something must have persuaded him that such an action wasn't worthwhile. I also wonder what that might have been.

I think Goncalo Amaral has now had the papers back, or whatever they were waiting for with regard to the WOC issue, so something is in the air.

Well he might have had WOC papers back but they have nothing to do with this CM article from five years ago about him about to start defamation charges against the McCanns and have the case re-opened.

I wonder what made him change his mind about those things? Any ideas?

Yes, I can now see that, despite the date being given as 30 April 2014, the article itself is from 2009. Why do newspapers do this? Sorry for the confusion.

Lack of funds probably Ristretto. The McCanns had Goncalo Amaral's assets frozen for 5 years, pending this trial and prevented him from earning any money.
