The so-called Tapas Seven, friends of the McCanns who holidayed with them at Praia da Luz, Portugal, when Madeleine disappeared 10 years ago, have also snubbed the venture commissioned by Netflix and Paramount.
Despite the rejection of co-operation by parents Gerry and Kate McCann, Pulse Films has put together a team, including producers and researchers, to keep the project on track.
They are working on a “treatment” which will form the basis of the series, which could cost £20million.
Last week an executive working for the London-based firm visited Rothley, Leicestershire, where the McCanns live and spent hours interviewing journalists who have chronicled the story.
The assistant producer, who has expertise in undercover filming, later flew to Portugal where he has already established links with people closely involved with the story.
Another executive has also visited residents near the home.
It is thought producers want to involve former Portuguese police chief Goncalo Amaral, who has been involved in bitter legal action with the McCanns.
Dramatic reconstructions will be made of key events, including the night of May 3, 2007, when Madeleine, aged three, disappeared.
Clarence Mitchell, spokesman for the McCanns, has confirmed Pulse Films wrote to Kate and Gerry asking them to co-operate.
He said: “Gerry said they did not want to get involved and that is also the view of their friends.”
Netflix is hoping to screen the series next spring, but a spokesman for Pulse Films declined to comment.
The company has more than 100 million subscribers with more than half of them living outside the United States.
Scotland Yard and Portuguese police continue to investigate the case but they have not made a breakthrough.
A television insider said: "This documentary series could provide the McCanns with an opportunity to appeal to a vast global audience of possibly 50 million for help, but they may see it as exploitative and too painful.”

Good grief.
How do they think the parents and loved ones feel when a reconstruction is done regarding their missing loved one?
What about when a sibling or loved one plays the part of the missing person?
Of course it will hurt, it will hurt like buggery but they do it because they want the public to find their missing loved one.
They want to, and will do, anything and everything in their power to find their missing loved one.
It doesn't matter how long it has been whether it is a day or so or weeks or maybe even months, they do it to ask the public for their help and also to call out to their missing loved one that they are being searched for, that they are not in trouble and to come home and also the the abductor to let the person go.
Innocent parents don't refuse to do something because it is exploitative and painful, such a thought would never cross their mind, they want their loved one found and any publicity is good.
The mccanns however and chums are guilty of the crimes of homicide, concealment of a corpse, filing a false police report, fraud, obtaining money and services by deception, wire fraud and perjury to name but a few.
They refuse to take part because it would involve them doing a reconstruction, something they have tried to avoid apart from their own mockumentary which concentrated only on kate and gerry's alleged check.
Having the whole group doing the reconstruction would reveal how unbelievable it was.
Unless the mccanns were in complete control of the whole thing they would refuse to do it.
It would be akin to a Benny Hill skit if the original alleged checks were performed.
The reconstruction would further reveal who did what and when, perhaps even to tanner showing how she carried the child as per her Panorama interview.
Unless the mccanns are in charge they avoid anything that could incriminate themselves.

Well they might get asked awkward questions as well by the production team.
Would Gerry do the toys out the pram strop again saying "this is all the investigation"?
This is promising if the film company want to involve Amaral and the McCanns and friends want nothing to do with it.

On the plus side, when the inevitable legal action by the McCanns happens, Netflix have more than enough money to fight back. You'd think they'd want to at least put their side across, even if purely for selfish reasons - a supreme court ruling that they have NOT been cleared in their daughters death is nothing other than damning.

Millions of pounds and people have been conned by MSM Documentaries concerning missing Madeleine McCann,then link in all of the Government Officials whose backsides are like a Ducks underwater,kept firmly closed so Nothing escapes,that aught to escape!
Once Politicians became involved it was Game Over,as the Portugal Detective MR Goncalo Amaral worked out that Leicestershire Police force were not there to assist Portugal,but to protect certain named Arquidos?

Why, of course - what can you expect after eleven years of truth avoidance. Nobody, that's nobody, is now going to produce a true exposé of the Complete Mystery of Madeleine McCann are they. Indeed, the UK authorities are past masters at truth avoidance.
You get the occassional mortal thrown to the lions for effect, usually when they're already dead, like Ted Heath and Jimmy Savile but apart from that the secrets are locked away for eternity - or burned at the stake, never to be found.

I just get the feeling that the McCanns are well and truly behind this documentary and just distancing themselves in the public eye. Why would they allow this film to ahead without kicking up a fuss? Why would their supporters agree to be interviewed if it was against their wishes?
And, why is it that anyone with a McCann connection, turns out to be corrupt in some way?

A Netflix shareholder has filed a federal lawsuit accusing the streaming giant of awarding lavish bonuses to top executives.
The suit, brought by the City of Birmingham Relief and Retirement System, alleges that Netflix violated tax law by giving “multi-million dollar windfalls” to executives including Ted Sarandos based on performance targets the company knew it was almost certain to achieve.
“Through their conduct, Defendants rigged the compensation process, guaranteeing Netflix officers huge cash payments while misleading investors into believing that these payments were justified by attainment of real performance goals,” the suit alleges.
Public companies are allowed to deduct salaries for top executives up to $1 million. Above that threshold, compensation may only be deducted if it is based on performance goals. The law requires that the goals be “substantially uncertain” at the time they are set. The Netflix bonuses were based on streaming revenues, which the pension fund alleges were highly predictable once the company knew how many subscribers it had in a given quarter.
The pension fund alleges that four Netflix executives reaped millions of dollars from the improper bonuses. Ted Sarandos, the chief content officer, is accused of taking $10.5 million. Neil Hunt, the former chief product officer, is alleged to have gotten $12.6 million. Greg Peters, the current chief product officer, is accused of taking $3.2 million. David Hyman, the general counsel, is alleged to have received $800,000.
The lawsuit echoes a 2017 article in the Financial Times, which noted the “uncanny accuracy” of Netflix’s projected bonus payments. The article noted that the company established a bonus pool of $18.75 million for three of its executives in 2016. According to regulatory filings, those executives ended up receiving $18.7295 million in bonuses for that year.
In response to the Financial Times, Netflix said its executive compensation practices are consistent with federal statutes.
“The fact the targets are set during guidance makes them inherently uncertain, and not a foregone conclusion,” the company told the FT. “To hit the target, it requires effort and management skill by the executives. It is also a benefit to the company as we receive a tax deduction.”
The shareholder suit was first reported by the Hollywood Reporter. Netflix declined to comment, saying the company would weigh in “at the appropriate time.”
