I'm sure Clarence understood what this guy was saying. As a PR god, he would know that most people wouldn't get the (obvious to us) hidden meaning, and so arguing with the guy any further would only give exposure to a point he would rather stay hidden.

What if Madeleine had been found the very next day? Would he have gone back to the COI with his tail between his legs, pleading for his job back?
It seems to me that you would only resign on instructions from higher authority, and be sure that this new job was going to last a long, long time.
