The "on-going" bit means that until maddie's found dead or alive that the case is still active. The case of a Missing Person.

I have never believed the investigation had been closed - it will stay open until Madeleine is found eithier dead or alive and the perpertrator(s) of the crime committed against her are brought to justice.

Interesting that the report states 'when the circumstances of Madeleine's disappearance are fully known' thus indicating that they are not convinced by the Mccann fairytale.The Express has been 'Mitchelled' to state 'kidnappers' when the original report says those responsible for her disappearance.

Crime was Committed in Portugal. Evidence, etc. Would All be in Portugal. Unless the McCanns cracked and Suddenly Confessed, there Isn't Much the Brits Can Do, and Even then, The Portuguese Would Want to Try a Crime Committed on Their Soil.

They have clearly stated though that the case is ongoing in Britain. Perhaps this goes far deeper and wider than the disappearance of a child in Portugal.
