Police enter houses without permission - but with blue balloons (South Yorkshire)

After about 50 seconds on this short video, a police officer is heard to say:

"We open people's doors...and sometimes, they're in..." (!)

I thought people were supposed to knock first?

This is my local Police Force unfortunately. However, it's not just S. Yorks Police taking these measures, it's been going on for years in other areas.

Is this actually legal?

Don't police officers normally have to have warrants to enter houses?
