It is normal here in Spain, and I can well imagine also in Portugal, for groups of workers to regularly go to the same favourite restaurant and have a 2 hour lunch, they then return to work and work 'till late evening. A bottle of wine and a bottle of water is on the table, or beers or soft drinks, and this included in the price of the meal. The menu del dia being common, as cheap and very filling, three courses, plus bread and drink for as little as 7euros, in fact I had one yesterday and very good it was too.
It is the norm, but there is no mention of the rest of the workers and tourists enjoying their lunch, just the one man as though he was sat there in total isolation knocking the booze back.

Comparable here in France, Nina. The local restaurant in my village serves a 4 courses Menu du Jour at € 11.50. A 1,5 hour lunch is the norm and the restaurant is always full.
