Senior officer turned staff member to appear in court next month.

A former chief superintendent – and current member of police staff – has been charged with stalking, common assault, rape and harassment.
Colin Andrews, who has been suspended from his position at Humberside Police, where he was previously a chief superintendent, will appear at Manchester Magistrates’ Court on February 14.
The 57-year-old, from Hessle, was working as a business manager for Humberside Police’s criminal justice unit when he was first arrested in Hull in August and then detained a second time in October. He is currently suspended.
He is understood to have retired as an officer in 2012.
The charges follow an investigation by Durham Constabulary, under the supervision of the Independent Police Complaints Commission.
A spokeswoman for the force said: “Although currently employed by Humberside Police, Mr Andrews was suspended from his role shortly after his arrest and remains suspended at this time.”

If the IPCC were involved then surely the initial investigation was flawed, corrupt, whitewashed, whatever you want to call it?

Not necessarily. The IPCC would be involved from the start, and the enquiry would be farmed out right from the start precisely to prevent any suspicion of collusion / inappropriate friendships and so on.

As far as I recall, Durham Constabulary is conducting the Hillsborough investigation in which, having acceded to the demands of the relatives, the IPCC has barred any police officer who is a freemason from playing any part in their inquiry.
