Shirley Oaks: 'Hundreds of children racially and sexually abused'

Hundreds of children in the care of Lambeth Council were subjected to prolonged sexual, physical and racial abuse, an inquiry has heard.

For decades victims were targeted by paedophiles working at the council-run Shirley Oaks campus in Croydon.

The inquiry heard that despite widespread mistreatment of children, the authority failed to investigate any allegations at the time.

The Shirley Oaks abuse scandal is seen as one of the worst in British history.

This hearing is part of the Independent Inquiry into Child Sexual Abuse (IICSA) and is being held virtually.

Until 1980, hundreds of children there lived in "isolation, fear and vulnerability", inquiry barrister Rachel Langdale QC said.

Ms Langdale said evidence over the next four weeks would include examples of severe sexual abuse.

Children were systematically abused by paedophiles who targeted jobs in the care system to give them access to young people, the inquiry heard.

One, John Carroll, was revealed by another council to have a conviction for abuse, and to have concealed it from his employer.

Yet he was not sacked for years - and was not dismissed for child abuse - the inquiry heard.

Ms Langdale added: "Lambeth officials decided that Carroll should not be dismissed on account of his previous conviction, nor on account of his concealment of it."

Carroll was sacked in 1991 because of "financial irregularities", Ms Langdale said.

He was jailed for 10 years at Liverpool Crown Court in 1999 after admitting a string of sexual assaults against children while working in residential care between 1966 and 1986.
'Screams throughout the building'

Another paedophile, William Hook, managed to keep a job as a house father, despite being described as a "Walter Mitty character" working for his food and lodging.

The inquiry heard one former resident described how Hook openly sexually abused a care home child at a swimming pool.

Children were beaten, and locked up while one was held down in a bath of cold water resulting in "screams throughout the building".

Another was threatened with being "cut into little pieces" by an adult wielding garden shears, the inquiry heard.

Ms Langdale told the inquiry one child complained to Lambeth Council in the 1990s, saying that while she was in care her aim had been to keep her head down and get out of the system.

"If the height of a child in care's aspiration is simply to grow up so to escape it, then that is a damning indictment of the care system," Ms Langdale said.
'Social aunts and uncles'

The inquiry also heard allegations of physical and sexual assault that took place at other Lambeth Council children's homes, including the South Vale Assessment Centre and Ivy House.

Ms Langdale explained that Shirley Oaks was the oldest and largest residential care home for children, aged between two and 17, that was under the control of the council.

The home allowed for members of the public, known as "social aunts and uncles", to volunteer to spend time with children by taking them away on day trips or on holiday, the inquiry heard.

Ms Langdale said Lambeth Council "accepts" that during the operational period of Shirley Oaks, which could house up to 350 children, there were no requirements for staff to hold social work qualifications or to be police checked.

"It appears the doors to Shirley Oaks, in essence, may have been open to any adult professing an interest in taking children out," she said.

In 2016 the council started a £100m redress scheme offering a payment and apology to any child at Shirley Oaks, regardless of whether they had been abused.

The inquiry continues.

Shirley Oaks Children's Home

The Shirley Oaks Children's Home opened in 1903 and was run by the London Borough of Lambeth until its closure in 1982. It was the largest in the country. The children's home consisted of 38 cottages on a 80 acres (32 ha) site; it contained its own school. In 2014 allegations of abuse emerged, and the Shirley Oaks survivors association (SOSA) was set up. Between then and 2020, 1,760 people have described suffering sexual, physical and racial abuse while at the home. Children were "drugged, tortured and sexually assaulted." The Independent Inquiry into Child Sexual Abuse "heard that despite widespread mistreatment of children, the authority (Lambeth Council) failed to investigate any allegations at the time."

The Metropolitan police inquiry, Operation Midland, which examined all the borough's children’s homes, concluded at least 35 men and women had abused children over a 20-year period. SOSA believes that over a 60-year period, over 120 abusers were involved.

To compensate victims of the abuse at Shirley Oaks (and also Lambeth Children’s Home), Lambeth Council has set up a Redress Scheme open until January 2022. The scheme is assisted by child abuse lawyers Ann Olivarius and Jeff Anderson of AO Advocates. As of January 2020, £30.7 million has been paid directly to victims.

Jimmy Savile allegations: Esther Rantzen's response defies belief

How could Esther Rantzen, the founder of ChildLine, possibly ignore 'green room gossip' about Jimmy Savile's alleged abuse of young girls, asks Katy Brand, in her first Paper Tiger weekly column.

I don't know what to make of Esther Rantzen this week. In anticipation of Exposure, the documentary about Jimmy Savile's alleged abuse of young girls which ITV aired on Wednesday, the ChildLine founder started popping up all over the place to give her hand-wringing take on the revelations.

She also appeared at the end of the programme itself to say she was now convinced that Jimmy had indeed abused children and how appalling it all was. The talk of a BBC cover-up grew louder and more insistent as it emerged that the editor of Newsnight had vetoed an earlier report into the allegations, and this, along with the fact that Savile was using BBC property to continue his dubious and possibly illegal behaviour whilst bosses turned a blind eye, has made things very uncomfortable for those individuals who were considered his colleagues at the time of the abuse - individuals such as Esther Rantzen, for example.

Rantzen has admitted that she heard the rumours at the time, referring to it as 'green room gossip', the implication being that it was classier to ignore it. If I have learnt anything from my time working in TV, it is that 'green room gossip' is almost always true. The very best source of information on a show is the make-up artists, who see people at their very worst, and make them look their very best. They see everything and hear everything, and many a rumour has started in the make-up chair and not stopped until it has reached you sitting at your kitchen table, eating a boiled egg and reading all about it in the paper.



If you are a seasoned TV presenter, you know that green room chat is the most reliable source of information in the whole world, and so I cannot entirely sit back and say 'oh well, Esther, how could you possibly have known for sure?' But still, it's Esther Rantzen, and one should have a little respect.

It wasn't until I watched a Sky news interview with ‘Dame That's Life’ that I started getting really angry with her. Looking uncomfortable, she was clearly choosing her words carefully as the reporter asked her the obvious questions: 'What did you know? When did you know it? Couldn't you have said something? You started ChildLine for goodness sake, why didn't you do something?' (I am paraphrasing a little here, but only a little).

Esther's replies left my jaw on the floor. She started by saying that until now it had 'only been one single child's word against the word of a television icon', implying that this meant it was impossible to verify. She went on to say that now it was 'five adult women' who had come forward it was easier, and here was the part that started to make my blood boil, that they were 'cool, credible, sensible women', who through their lack of emotion were 'convincing' to Esther, and so she had started to believe there was some truth to it all. Really? Really, Esther? So, for you to believe allegations of child abuse, it can't only be 'one single child' saying it? And the victims have to be 'cool, credible and sensible' in order to be 'convincing'? And there has to be more than one, and they must never have met one another? Really? Isn't that kind of attitude exactly what you have been campaigning against all your professional life?

The reporter then asked her why she hadn't raised the rumours with anyone at the BBC. Esther's response was that it 'wasn't relevant to anything I was working on at the time'. What, like ChildLine? She then said she was 'only a guest' on Savile's show, effectively suggesting that child abuse was somebody else's department. Exactly whose department we'll never know, as the department of the person who was setting up ChildLine seemed to consider it 'irrelevant'.

Watching Savile's ex-colleagues squirm around in the aftermath of all this is deeply unpleasant, and it just shows how difficult it can be to stand up to someone so powerful. People, including Esther, keep referring to the fact that Savile had even been blessed by the Pope, and if the Pope can't tell someone's a paedophile, then how could they possibly be expected to know? The irony of this defence is almost more than I can stand - yeah, let's put all the paedos in front of the Pope and let him decide how bad they are - GREAT IDEA. They say it takes a village to raise a child; perhaps it also takes a media village to abuse one. As Esther said, 'we all contributed'. Damn right.

At the time I was busy writing a letter to Jim asking him to fix it for me to meet Michael Jackson, so I can hardly claim to have been a great judge of character myself.

A now deceased relative of mine would often come across Saville in marathons, and he loathed the man, but he didn't tell us why. He also  recognised anther paedophile (who made a couple of dreadful records. This one wasn't garishly dressed, but he was imprisoned for his activities) long before it became common knowledge.

It brings me to the subject of elected members of parliament, whether that be elected by the people or in-house.

When voting for any individual, how can anyone know their true character - who knew what Ted Heath was up to outside, and possibly inside, the corridors of Westminster?

The people vote in all good faith, because they think the candidate is the best for the job, albeit out of a bad bunch.

Who in their right mind would vote for a child molester, even if the person had qualifications and letters after their name abundant?

Police fear the school rape culture revelations could see the biggest increase in reports of sexual abuse since the Jimmy Savile scandal, as they expect thousands of victims to come forward and promise they will be believed.

A special national helpline is expected to be set up this week as allegations on the website hosting survivors’ testimony grows to more than 8,300.

Police believe the total allegations could exceed the 11,000 victims on the national database for Operation Hydrant, set up to record victims of sexual abuse.

Simon Bailey, the national police lead for child protection, said: “This could be the biggest explosion in sexual abuse since Jimmy Savile. It has the potential to be.”

Revelations about Savile in 2012 led to a flood of calls and referrals to police about sexual abuse, and scores of convictions.
A national helpline is expected to be operational this week to encourage victims to report their experiences, with allegations then referred to police in their area.

Amid controversy over how police treat sexual abuse survivors and investigate their allegations, Bailey vowed: “Every victim who comes forward will be believed, will be listened to and dealt with sensitively.”

Bailey said police did not know how many of those making allegations would come forward and want their alleged attackers pursued by the criminal justice system.

Some of those who are alleged to have committed crimes may well have left school and moved on. Police are concerned they may have continued to offend as they have got older.

Earlier on Monday Bailey said parents should report their own children to the police if they learned they might have perpetrated sexual assaults.

Bailey, who is also the chief constable of Norfolk police, told BBC Radio 4’s Today programme that some educational establishments were likely to have covered up instances to protect their reputations.

“It’s so important that, within schools, the culture is created where misogyny, sexual harassment and abuse are simply not tolerated and, if the culture changes in schools, then we’ll start to make some progress.

“If parents are aware that their son or daughter has been a victim of abuse, then please come forward and report the abuse. Your son or daughter, their account will be believed and we will deal with it appropriately.

“If, as a parent, you are aware that your son has been responsible for a sexual assault, then I think you should again be taking your son to the police and saying: ‘Look, I’ve now become aware that this is what my son has done.’”

Bailey added that both parents and teachers should take a more prominent role in educating children that what is portrayed in pornography often does not resemble a healthy sexual relationship.

Addressing the thousands of anonymous accounts of sexual harassment, abuse and assault in UK schools that have emerged in recent months, Bailey said it was reasonable to assume more allegations would be made to police and that it would become clear some schools had been keeping quiet about cases for fear of tarnishing their reputations.

He referred to the campaign Everyone’s Invited, set up in June by Soma Sara, a survivor of sexual abuse, and whose site now hosts more than 8,300 such testimonies.

“Based upon the experience that we have seen over recent years – and I’ll use the example of the crisis that occurred within Football Association back in 2016, when a handful of victims had the courage and confidence to come forward and report their abuse, what followed thereafter was a huge number of footballers who then came forward and also disclosed.”

Bailey said the number of instances documented on the site was “growing exponentially” and that their weight meant it was “reasonable to predict that there is going to be a significant number of reports that are going to come into the [policing] system”.

The focus has been placed on several high-profile private schools recently but Sara, a UCL student, has said that risks minimising the issue. She said: “When we narrow our focus on a school, a demographic, or as an individual, we risk making these cases seem like anomalies. But this isn’t rare; it happens all the time.”

And Bailey said he expected allegations to come from all sectors of the education system.

Bailey told Today that, while he did not have evidence of specific instances, he thought it was highly likely some schools had covered up allegations.

“Again, we saw within the crisis in football that some clubs had simply not dealt with allegations and concerns about some of that, some of their staff.

“So I think it’s predictable and it’s a reasonable assumption that, in some cases, and hopefully it’s only just a few, schools will have made the decision just to deal with the allegations internally, rather than reporting, when actually [they] should have done.”

Scotland Yard has said it is reviewing the testimonies on Everyone’s Invited to establish whether any potential victims in London could be encouraged to report crimes, while a source at the Department for Education (DfE) has said schools will be urgently investigated and face tough sanctions if they fail to address concerns.

Another helpline - another protection filtre to shield the perpetrators of child sex abuse?

Esther the rancid one springs to mind!

Scotland Yard, as in the Metropolitan Police, commissioned back in April/May 2011 to coordinate (don't you just love that word?) and review the case of missing Madeleine McCann and later on in May (that month again!) 2013, to re-investigate the case of missing Madeleine McCann?  Their elected force of designated officers, under the name of Operation Grange, couldn't even unravel a straightforward case with all the evidence previously documented by the leading Portuguese police force.

Evidence they chose to ignore - for best reasons known to themselves!

What hope is there for Scotland Yard solving a nationwide/international child abuse scandal?

Still, much as portrayed by the BBC's crime production 'The Line of Duty',  I guess it gives the impression they are trying!

People lie... some accusers lie.. especially when there is the sniff of money about.

As bad as the clerical abuse was in Ireland... there were lots of liars as well.

Four held in German-led raid on huge child sexual abuse network

German police have arrested three men and a fourth is being held in Paraguay for allegedly running one of the world's biggest online networks for sharing images of child sex abuse.

The international operation, involving several police forces, targeted a dark net platform called Boystown, which has now been taken down.

Officials say Boystown had more than 400,000 registered users.

They say some images showed the most serious sexual abuse of young children.

The dark net is an internet area beyond the reach of mainstream search engines.

The German-led investigation involved law enforcement agencies in the Netherlands, Sweden, Australia, the US and Canada.

The EU police agency Europol says it will also examine intelligence gained from the operation, and "more arrests and rescues are to be expected globally" on that basis.

Several related paedophile chat sites on the dark net were also dismantled, Europol says.

German police say three men detained since mid-April are believed to have run the paedophile network: one aged 40 from Paderborn, one aged 49 from the Munich area and a 58-year-old from north Germany who has been living in South America for several years. He was detained in Paraguay's Concepción region under an international arrest warrant, and German authorities have asked for his extradition.

The fourth suspect is a 64-year-old from Hamburg who was allegedly one of the most active members, responsible for more than 3,500 posts.

British subscription site OnlyFans is failing to prevent underage users from selling and appearing in explicit videos, a BBC investigation has found.

Under-18s have used fake identification to set up accounts, and police say a 14-year-old used a grandmother's passport.

The UK's most senior police officer for child protection also says children are being "exploited" on the platform.

OnlyFans says its age verification systems go over and above regulatory requirements.

The platform has more than a million "creators" who share video clips, photos and messages directly with subscribers for a monthly fee.

In return for hosting the material, OnlyFans takes a 20% share of all payments.

When children can watch programmes and films which feature every swear word in existence, and all sorts of sexual activity, they aren't going to know any limits. Young women these days go night clubbing - and to the races - looking like hookers. They don't seem to possess natural modesty.

Children in the care of Lambeth Council were subjected to "levels of cruelty and sexual abuse that are hard to comprehend", an inquiry into historical child abuse has found.

The Independent Inquiry into Child Sexual Abuse's report said the council exposed children to situations where they were at risk of sexual abuse and knowingly kept staff who were a threat to children.

The inquiry looked at five children's homes: Shirley Oaks, Angell Road, South Vale Assessment Centre, Ivy House and Monkton Street.

It found that by June 2020, Lambeth Council had received complaints from 705 former residents at three of the homes, but only one senior employee had been disciplined in over 40 years.

One of the council's biggest care homes, Shirley Oaks, received allegations of abuse against 177 staff members or people linked to the home. Up to 350 children lived at the home in Croydon until its closure in 1983.

The report described Shirley Oaks and South Vale homes as "brutal places where violence and sexual assault were allowed to flourish".

At Angell Road, children - including those under the age of five - were systematically exposed to sexual abuse, the inquiry found. It said that the true scale of the sexual abuse against children will never be known, but is certain to be significantly higher than has been formally recorded.

The inquiry is also calling for a criminal investigation to be considered into the handling of the case of a child who died in care.

It found that after a resident was found dead in the bathroom at Shirley Oaks in 1977, Lambeth Council failed to inform the coroner that the resident had alleged he was sexually abused by his "house father" at the home.

The inquiry is recommending the Metropolitan Police consider whether there are grounds for a criminal investigation in this case.

The report findings are based on 19 days of public hearings held last summer. It is one of three investigations by the inquiry into the response by local authorities to allegations of child sexual abuse, alongside Rochdale and Nottinghamshire.

The report makes four recommendations, including vetting checks for current foster carers, and mandatory training on safeguarding for elected councillors.

Lambeth Council has accepted that it failed children in its care, and apologised to the inquiry.

Leader of the council, councillor Claire Holland, said in a statement: "On behalf of all elected members and staff, Lambeth Council wishes to re-state our sincere and heartfelt apology to all victims and survivors of abuse and neglect while in Lambeth's care.

"The council was responsible for their care and protection but failed, with profound consequences. The council is deeply sorry for their experiences."

She said the report sets out that the "council of the past failed to protect many of its most vulnerable children" and "a disproportionate number of those children were from Black, Asian and Multi-Ethnic backgrounds."

"The extent and scale of the horrendous abuse, which took place over many decades, remains deeply shocking", she added.

Cllr Holland also said the report asked the council to develop an action plan to deliver improvements, which it already has in place, and it will now be reviewed.

She added: "While accepting the clear and inexcusable failings of the council over decades, a clear distinction must be drawn between the council of the past with the Lambeth of today.

"The fact that the report acknowledges this is welcome - but we know we have much, much more to do. Lambeth Council is determined that such widespread failure should never be repeated and have been working extremely hard to make sure that our governance, systems, processes, training, culture and corporate learning deliver this commitment."

'Four years on and still no action': Call for Tuam mother and baby home site to be excavated

A test excavation found a “significant” quantity of human remains, but a full excavation has still not happened – to the frustration of survivors and archaeologists.

SURVIVORS, RELATIVES AND archaeologists have called for the site of the former mother and baby institution in Tuam to be excavated as a matter of urgency.

The archaeologists involved in a test excavation in 2016 and 2017 have said a full excavation of the site needs to happen as soon as possible so DNA can be used to identify the remains.

In a documentary set to air this week, archaeologist Dr Niamh McCullagh states: “As a forensic archaeologist, I have never walked away from human remains in that context.

“The measures that were put in place to protect the site and protect the remains were temporary measures, they were not designed to last longer than six months.”

Over four years later, a full excavation of the site has still not happened but related legislation is making its way through the Oireachtas.

The documentary, The Missing Children, is due to air on ITV tonight and RTÉ on Tuesday night. It tells the stories of people who spent time at the institution in Tuam – and the search for the truth about what happened to those who disappeared.

Many people have been unable to get records or death certificates for their missing relatives. It is believed that a number of children in the institution may have been erroneously listed as dead but actually illegally adopted.

Adoption was not legal in Ireland until 1953 but thousands of children were adopted prior to this and many of them were sent to the US or UK.

The Commission of Investigation was set up following claims that 796 babies were interred in an unmarked mass grave at a former Bon Secours institution in Tuam – following extensive research by local historian Catherine Corless.

Excavations carried out between November 2016 and February 2017 found a significant quantity of human remains interred in a vault on the site.

Corless also believes that children’s remains were buried in the ground underneath an area that is now a playground. She too has called for the excavation of the site to happen without further delays.

Speaking to The Journal earlier this year, Corless recalled how the discovery of remains at Tuam over four years ago was “heartbreaking”, saying the issue needs to be dealt with as a matter of urgency.

“The babies should have been taken out of there in 2017 when they were found. It was heartbreaking at the time that the whole site was closed in again and returned to exactly the same way as it was, and nobody knew what was happening.

“I’m also pressing to ensure that the other areas on the Tuam site, under the playground and around the Grotto area, are excavated or test-excavated as well. Because there has been a ground survey done and it pointed out many, many graves around the area.”

The Commission’s final report was published in January and concluded that approximately 9,000 children died in the 18 institutions under investigation.

‘The babies have a right to an identity’

In The Missing Children, McCullagh notes: “At the moment, no crime has been established. But because the site has only been subjected to a test excavation and not a full excavation, a full excavation and a full post-mortem examination might reveal something else. We shouldn’t be sitting here four years later, with the remains still in the chambers.”

She said the objective of the test excavation “was not to recover the remains, it was to establish if they were present or not”, adding: “the exact figures are not possible to say at the moment”.

A number of survivors and relatives are also interviewed in the documentary. Patrick Naughton was born in the institution in 1954 and adopted. He has been unable to find records related to his brother and wants to know what happened to him:

Annette McKay, whose sister Mary Margaret is listed as one of the 796 children who died in Tuam, wants to know where her sister is buried.

“The only thing they can do, the only thing, is to dig the whole site up. The babies have a right to an identity, they need their own identity. Excavate that site, take our DNA and identify them,” McKay says.

Other well-known campaigners such as Anna Corrigan, whose two brothers are reported to have died in the Tuam insustion, and a number of survivors have also called for the site to be excavated.

Corrigan has been unable to get a death certificate for her brother William and she believes he may have actually been adopted.

DNA identification

Speaking in the documentary about the test excavation, McCullagh said the area of land excavated in 2016 and 2017 included a “19th century stone-built structure that we know was a sewage tank used for the treatment of sewage”.

“It was possible to report that there were multiple sets of remains of juveniles at this location, and that these were potentially in significant quantities,” she added.

McCullagh believes that at least some of the remains can be identified using DNA.

“It would be possible to recover these remains with forensic protocol and procedure in place, it would absolutely be possible.”

She adds that the “best case scenario … would be that all of the remains are recovered, that they are individualised as much as possible, and that those individuals are given respectful burial”.

Fellow archaeologists Dr Linda Lynch and Aidan Harte are also interviewed in the programme.

Lynch says of the test excavation: “The identification of the human remains was all done visually from the surface of the chambers. So it involved taking literally hundreds and hundreds of photographs.

“We were able to estimate an age of death profile from those skeletal remains. And the age ranges spanned from approximately 35 foetal weeks, right up to possibly between four to six years of age.”

Discussing the urgent need to act, Harte states: “We underlined the fact that had to be dealt with urgently. It was a challenge, sure, but it could be excavated and it should be excavated. Subsequent reports and delays have meant that it’s now over four years (later) and there’s still no action.”

Legislation that would allow excavations, exhumations and re-interment of remains at the sites of former mother and baby homes is currently making its way through the Oireachtas.

However, many survivors and relatives have criticised the slow pace of the process.

The general scheme of the Burials Bill provides for the creation of an agency which would oversee the excavation, exhumation, identification and reburial of any remains found at sites where “manifestly inappropriate burials have taken place”.

The Bill would also permit excavations and exhumations from these sites and provide a basis for identification using DNA samples from unidentified bodies exhumed and from people who are or may be close relatives of those unidentified persons.

During the week Children’s Minister Roderic O’Gorman said he is “acutely conscious of the urgent need to pass legislation in order to allow exhumation at the site in Tuam”. O’Gorman added that he “hopes to bring it through the legislative process as quickly as possible to allow exhumation of the site in 2022″.

The Missing Children is due to air on ITV at 10.20pm today and on RTÉ One on Tuesday, 9 November, at 10.15pm.

I watched " The Missing Children " last night , it was heartbreaking . 

I was born in a Mother and Baby Home in London 1953 , ( no offence to anyone ) not a Catholic home . I was one of the fortunate ones adopted into a loving family . Britain was sending children to Australia and other Commonwealth countries resulting in many suffering abuse . 

How those who are supposed to care for children can act in this way is beyond my comprehension , I had heard about Tuam before and other homes .
In Canada and USA children's bodies are being retrieved from the grounds of Residential Homes set up for Native indigenous children who were forcibly removed from the tribes and families to be " westernised " , not allowed to speak their native language , follow their traditional beliefs , practice their ancient traditions , their hair ( which is worn long as part of their beliefs ) cut short . Physical sexual and mental abuse neglect , starvation . The majority of these " schools " were run by the Catholic church with priests and nuns in charge . 
Like the situation in Ireland , authorities are dragging their heels and doing their best to keep the remains found so far , over 4,000 I believe out of the media . Some have been returned to Native people's and received traditional and honoured burial ceremonies .
