Met’s ‘Freedom of Information disclosures’ has moved web address, but a couple caught my eye from the latest batch of releases today.
 
First one, seemingly the ‘deletion unit’ can just ‘disappear’ records as if they never even existed, don’t even have to be hidden for a number of years:

This request is regarding the Records Deletion Unit formerly the Early Deletion and Exceptional Case Units of the MPS.
Please provide me with a copy of the current Commissioner’s mandate which authorises a senior Police Officer (or Officers) to make decisions regarding the retention or deletion of records on his behalf.


Since 01/01/2016 how many requests/enquiries regarding the deletion of records have been received by the Unit which are still waiting for the allocation of a case/reference number prior to the request being processed?
On what date was the oldest of these requests received?
How many full time members of staff are currently working in the Unit?
Please provide the number of cases received (and allocated a case number) from 01/01/2015 to 15/12/2016 each of these staff members are currently dealing with.
By case I mean requests which have been progressed to the point of being presented to the senior Officer.

NB Please do not include those request which were responded to as correspondence or closed/withdrawn prior to being presented for a decision. e.g.
Staff Member A - 80 cases Staff Member B - 75 cases Staff Member C - 82 cases etc.
I understand that the Unit became part of a different management structure in February 2015, please provide the name and rank/grade/job title of the most senior manager with overall responsibility for the Unit.


DECISION
I have today decided to disclose the located information to you in full. Please see the below:


Please provide me with a copy of the current Commissioner’s mandate which authorises a senior Police Officer (or Officers) to make decisions regarding the retention or deletion of records on his behalf.

'we therefore recommend that delegated authority be given to the Local Superintendent for the more straight forward cases'


Since 1/1/2016 how many requests/enquiries regarding the deletion of records have been received by the Unit which are still waiting for the allocation of a case/reference number prior to the request being processed?
There are 118 cases.


On what date was the oldest of these requests received?
The oldest case is April 2016.


How many full time members of staff are currently working in the Unit?
There are currently two full time members of staff and two full time agency staff working in the unit. There are two full time members of staff who are currently not in the workplace. There are also an additional four members of staff assisting on an adhoc basis.


Please provide the number of cases received (and allocated a case number) from 01/01/2015 to 15/12/2016 each of these staff members are currently dealing with. By case I mean requests which have been progressed to the point of being presented to the senior Officer.
Of the two permanent members of staff these are the following figures:
Case worker A has 132 cases and case worker B has 37 cases. The department are also actively recruiting additional staff.


I have been informed that the department has moved away from individual case allocation and is now more activity based which is why the allocations are not evenly spread.


I understand that the Unit became part of a different management structure in February 2015, please provide the name and rank/grade/job title of the most senior manager with overall responsibility for the Unit.
The most senior manager who is temporarily looking after the unit is LDSS Director Liz Church.

Second one, I imagine, is a badly worded ‘mistake’ by the requestor, as surely the Met must keep basic prosecution & success rate statistics for different crime categories, but the 'by your police force' has probably thrown them:

Over the past 10 years, broken down calendar year by year, how many people have been prosecuted for offences of soliciting for sex by your police force?


Please include details of the offence each person was arrested on suspicion of. Please also state whether the arrest led to a charge and conviction.


DECISION
I have today decided to disclose the located information to you in full.
As you will be able to see from the attached, there is no data in relation to convictions. The reason for this is that the MPS do not hold this information as this is dealt with by the Crown Prosecution Service (CPS).

Freedom of Information is no different from Freedom of Speech - non existent!

If the establishment wish to withhold information from the public, they WILL find a  way.  If the establishment with to prevent the public from having a voice, they WILL find a way.

That's the status quo, always was and always will be.
