Note the repetitious use of exactly the same phrases on these three letters:

Brandon Lewis MP, for the government, in reply to Scott Mann MP:
"The Government believes it is right that it does all it can to support the search for Madeleine McCann which is why the former Home Secretary asked the commissioner of the Metropolitan Police Service (MPS) to undertake a review of the case in May 2011. The Commissioner considered the request and made a decision to bring the Metropolitan Police's particular expertise to the case."
OCTOBER

John Smith, on behalf of the Home Office Direct Communications Unit, 6 October in reply to Jill Havern, owner of CMOMM:
"The Government believes it is right that it does all it can to support the search for Madeleine McCann which is why the former Home Secretary asked the commissioner of the Metropolitan Police Service (MPS) to undertake a review of the case in May 2011. The Commissioner considered the request and on balance took the operational decision to bring its particular expertise to the case. There are no plans to alter this arrangement and, as you will be aware, the Home Office has provided the MPS with the funding required for Operation Grange to continue until at least the end of this financial year".

Steve Rodhouse, Deputy Assistant Commissioner, Metropolitan Police SC&O12, Specialist Crime and Operations, New Scotland Yard, 3 November 2016, in reply to Jill Havern:
“The Home Secretary asked the commissioner of the Metropolitan Police Service to undertake a review of the case in May 2011. The Commissioner considered the request and on balance took the operational decision to bring its particular expertise to the case. There are no plans to alter this arrangement and, as you will be aware, the Home Office has provided the MPS with the funding required for Operation Grange to continue until at least the end of this financial year".

Just as the McCanns should have invested a few pence in a postage stamp to keep the Portuguese investigation open so that British taxpayers wouldn't have had to fork out millions of pounds on a cover up.

They probably all have filters on their incoming mail and they get diverted to the same place.
They are then told how to respond, or a response is made for them, or the response has been prepared for them.
It's an obvious fact that there is a single common source for these responses.

In the working environment, the precursor to the PC was some archaic computerized system call 'the word processor'. I believe the system would store standard paragraphs to cover all eventualities - it happens today, only the system is more sophisticated, all the typist needed to do was add a date and name. Same with the old fashioned post room, where staff were told to ignore the name on the envelope and forward correspondence to an appropriate department.
I recently had to send a letter by express courier, in order to be 100% sure it arrived on the desk of the addressee. Nothing guaranteed - Fred, the security bloke at the front desk signed for it and then took it upon himself to send it on to an office on the Isle of Man. The process had to be repeated (at considerable cost to me I might add) but this time, although tracking said it had arrived and had been signed for by an unidentifiable Fred, it never arrived on the desk of the addressee.
In this case I think it's a sort of round-robin, whereby no one is prepared to stick their neck on the block. No change there!
