 Jillings report: 'Extensive' abuse at children's homes

John Jillings says some of the treatment was 'bestial'

A report written 17 years ago has finally been published identifying long-term "extensive" abuse at children's homes in north Wales from the 1970s to the 1990s.
Abuse allegations at several children's homes, including the former Bryn Estyn home in Wrexham, emerged in the 1990s.

An inquiry by John Jillings was carried out in 1996 but shelved due to fears there would be compensation claims.

The report was finally published following an FoI request by the BBC.

It found:


  • Extensive abuse of children over a substantial number of years
  • Children had been severely disturbed by the abuse leading to some taking their own lives
  • Responses to reports children had been abused were "too little and too late"
  • The interests of children were sacrificed to safeguard professional position
  • Five men working at Bryn Estyn were convicted of serious offences involving 20 boys and five girls aged 10-16
  • The inquiry, hindered by serious constraints over available social services and police material, was almost abandoned
  • Some staff refused to meet investigating panel
  • North Wales Police did not conduct independent investigations of allegations against former and serving police officers
  • It was not known how many statements made were handed to CPS
  • It was not known how many alleged abusers, including police officers, were named in the statements
  • An earlier report into abuse at another home was shelved after concerns over prejudicing a prosecution and insurance worries
  • The report had urged a public judicial inquiry

The 300-page report was commissioned by the former Clwyd County Council.

Wales abuse: John Jillings on children's 'bestial' treatment

A report written 17 years ago into claims of abuse at children's homes in north Wales in the 1970s and 1980s is finally being published.

Its author John Jillings told that BBC that abuse was widespread and that children "weren't treated like human beings" by some staff.

His 1996 report was shelved by the former Clwyd county council because of potential compensation claims.

It is being published now in the wake of fresh investigations into the abuse.

Separate inquiries are looking at whether abuse claims were more widespread than previously thought.

Mr Jillings told reporter Michela Howard about the horrific abuse he uncovered and why he thought it was important that his report was finally published.

Essentially I planned on only writing a short passage about the allegations that there were high level paedophile rings operating within the UK Government. With the focus on the Jimmy Savile case and the litany of allegations against the BBC, I felt it was maybe important to remember that these celebrities, though some of them obviously also guilty, were being hung out to dry once again in lieu of any real investigation being done into the allegation that as Tom Watson states, there are high level, powerful paedophile rings being run out of parliament and indeed number 10.

However recent events have left me in awe of the political media machine that is the UK Parliament, and especially it’s leader, Prime Minister Cameron. Nobody should now be in doubt of this mans media savvy. The game that has been played by these masters of PR is at once both incredible, and incredulous.............

Steve Messham (remember him), is going to name names . The BBC received the "destroyed" reports, under the Freedom of Information Act, but as you can see, they are heavily redacted. However, Steve is saying on Twitter, that he's going to fill in the blanks.

For those if you interested in this topic to get some further background information it's worth googling Andy Sutton flintshire county council whistleblower. Briefly Andy Sutton was an auditor at Flintshire County Council, he said that key information was deliberately withheld from him after he discovered several instances of what can only be described as criminal, fraudulent activities. This withholding of info was sanctioned by high level officers of FCC.

AS discovered massive overpayments to an administrative officer that were largely unexplained. The officer who received the massive overpayments had been seconded to the Waterhouse Enquiry (Lost in Care report) and was responsible for providing documents etc to the police and the enquiry.

It came out during the tribunal for AS that the overpaid admin office made threats to a union rep that she would blow the lid of her and another very senior officers actions during the Waterhouse Enquiry if she didn't receive enough severance pay. Hence the payments uncovered by AS.

There is far more to this and well worth reading some if the older blogs of the time, bushywood.com is worth a look.

According to Steve Messham's twitter page, today, Steve has "gone into hiding". He's threatened to name names within the next few days.

One more thing, the admin officer in question was interviewed in ch4 news when the Steve Messham / Newsnight story broke, claiming to have reams of documents that were never allowed to be submitted to the Waterhouse Enquiry. Strange, given that she was the officer in charge if supplying documents to the enquiry and later received a massive illegal payoff.

Read it and weep, if it's this corrupt in local government one can only imagine what it's like higher up the chain.

Sally, I could name you a few if those names now and likely some others not so well known. SM must have had the wind put up him yet again as one of his first tweets this morning was about camping out at  FCC county hall.
